Haslingden is a small township located in the Rossendale Valley, in Lancashire and has a population of 16,849. The name Haslingden means Valley of the Hazels. Haslingden was originally a small market town and later a coaching station but its significance grew during the Industrial Revolution as the weaving industry grew in the area and gradually became mechanized. The public hall has not only served as a stage for the speeches of Winston Churchill but was also used as hospital for a short period of time after the Battle of Somme. Currently, the public hall is in the course of being converted into a mosque.

The current community library of Haslingden formerly opened as the Haslingden Mechanics Institute in the 1860s. The Haslingden Mechanics Institute was the place where the Irish republican Leader Michael Davitt was educated after his arm had to be amputated because of an accident in the cotton mill that he used to work in. Michael Davitt also gave classes at night to the poor residents of Haslingden and utilised its library to the fullest. Today a blue plaque at the community library commemorates Michael Davitt.
